NC stands for Non-Cognizable, and it is the term visitors most often leave still not understanding. An NC is a formal register entry recording that you reported something — for an offence where police cannot investigate or arrest without a magistrate's permission.
The distinction turns on the seriousness of the offence, not on how upset you are. Minor assault without injury, public nuisance, defamation, simple trespass and most neighbour disputes are non-cognizable. Because the power to arrest is a serious intrusion, the law reserves it for graver crimes.
