Everything the police can lawfully do about a serious crime begins with one document: the First Information Report. It is recorded under Section 173 of the Bharatiya Nagarik Suraksha Sanhita, 2023, which replaced Section 154 of the old Code of Criminal Procedure. Until an FIR exists the police have no legal basis to investigate, arrest, or seize evidence.
Only a cognizable offence gets an FIR. "Cognizable" means grave enough that an officer may arrest without first obtaining a warrant.
